ORIGIN:
The inhabitants of the planet Del-Jarzin realised that their society was stagnating because of a runaway 'Peter Principle'. All of their best and brightest remained in poverty and hopelessness while their worst and dumbest stayed in charge. To correct this, a radical group of social engineers used time travel to return to their civilisation's beginning, and ensure that the opposite would be true. The plan backfired when it turned out, the best and brightest stayed in charge (and had all of the great ideas) , but the worst and dumbest were too stupid to do the work necessary to progress civilisation. This failure resulted in the genesis of the monster Zurtima
