A 'living meteor' crashes and goes on a mindless rampage. The government refuses to classify it as a kaiju attack, in hopes to avoid panic among the population. A rebellious government employee tries to expose the coverup and is hunted. In frustration, he grows giant-size to merge with the meteor, to forma 'real kaiju' and force the government to recognize him as such.
