The automated Construction Unit Zeon was sent to build a gigantic city complex but it turned out that the programming architect died halfway through the plans, so Zeon did not know how to finish the project. As an emergency effort, Zeon gave some sentience to some construction materials, which then combined to form the kaiju Turbon. The monster rampaged across the construction area and battled massive buldi9ng equipment.
