During an excavation, a monster is discovered partially buried in the ground. No one can find any information about in the history records and the computers cannot even detect it. The government concludes the creature must not actually exist and makes that a law. When the monster climbs out and starts attacking, the people are ordered to ignore it as if it didn't exist, or else risk arrest.
