A monster that lives in the Wild Hills, Ragarna comes down to the city whenever there has been any type of violent controversy. The kaiju responds by grabbing parts of various buildings and stacking them in its own way to create its own buildings. It tries to make the stack as high as it can. When the stack falls over, the monster tries again. If it gets too frustrated, the monster returns home. Because of this, the populace tries to avoid violent controversy.
