A city development council meets to decide the best way to renovate the rundown areas of town. ALl of the proposed ideas are boring and council members start falling asleep. To shake everyone up, the youngest member proposes a giant monster be created with a huge Fix Gun, that can go into neighborhoods to renovate them. As ridiculous as it sounds, the rest of the council approves the idea because it is the only thing that doesn't bore them
