A species of hyper-intelligent aquatic algae discover a dead sea monster and turn the carcass into a biologically enhanced submarine. They operate the kaiju to tour the many undersea cities on the planet, then float into the sky to tour the cities on land. The population is suspicious of the hovering creature and tried to use combined mental power to scare it away.
