A strange clown is hired for a birthday party for the world's richest person. The clown passes all security screenings and is given a special balloon to use that will track his movements. When he accidentally lets go of the balloon, security forces pursue him and shoot him down. The balloon's electronic brain feels sorry for the accident and floats back down, reviving the clown but turning it into a kaiju.
